Dear Mr. Buchanan:

On behalf of the National Council of Urban Indian Health (NCUIH), which
represents almost fifty urban Indian health care organizations across the nation which serve hundreds of thousands of Native Americans, I thank you for your service and congratulate you on becoming the agency’s Acting Director. We have tremendous faith in your ability to lead the IHS in a positive direction, and would like to offer our support as a resource should you ever need it. I also convey two requests:

1. I would like to invite you to speak at our first annual legislative summit, which will take place during the last week of March.

The executive directors from the far-flung health care centers represented by NCUIH understand that these are very challenging times for health care issues. It is not yet clear in which direction the executive and legislative branches will proceed on Indian health care issues. Consequently, our members would benefit immensely from hearing your views and insights on such issues, especially given the experience and expertise you had accumulated before becoming Acting Director.

Our conference is being held at the Washington Plaza Hotel, at 10 Thomas Circle, N.W. We are still establishing a definitive agenda, but we wanted to ascertain your availability before settling on a specific time on March 28.

2. I ask to meet with you in February, preferably February 15th at our board meeting, to discuss the major concerns of the providers whom we represent and then review these significant issues:

o PSR- Lost Funding to ensure that development infrastructure is effective
o Reduction of TA Services
o Data and Reporting Mechanism
o NAPA Strategic Plan
o Sole Source for NCUIH in grants
o Update on Urban Director Position

Thank you for your consideration. Please do not hesitate to contact Francys Crevier, Director of Governmental Affairs, at (202) 544-0344 / FCrevier@ncuih.org if you have any questions about our requests.

Sincerely,

Ashley Tuomi
President
National Council of Urban Indian Health
